Response to Scottish Government's Draft Climate Change Plan

Commenting on the publication of the Scottish Government’s new Climate Change Plan, Laurie Macfarlane, co-director of the think tank Future Economy Scotland, said:

“The publication of the new Climate Change Plan is welcome, but long overdue. The real test is whether it will be backed by the policies, investment and delivery needed to turn commitments into outcomes. The decision to abandon the 2030 emissions target was a reminder that plans on paper are meaningless without a laser-like focus on delivery and implementation.

“The Scottish Government must now demonstrate it is prepared to use the full range of devolved powers to rapidly decarbonise key sectors – particularly in areas such as buildings, transport and land use. Crucially, this must be done in a way that is fair and just, ensuring that costs and benefits are shared fairly. 

“Concerningly, the plan continues to place heavy reliance on unproven technologies such as carbon capture. These technologies remain uncertain at scale, and have yet to be proven as a reliable solution for large-scale emissions reductions. Relying too heavily on carbon capture risks delaying action in sectors where proven measures could be deployed today. Scotland’s 2045 net zero target remains achievable – but only if it is matched with credible policy, robust delivery and clear accountability. 

“Crucially, delivering a just transition is not only a climate imperative – it is also Scotland’s greatest economic opportunity. The transition has the potential to create thousands of green jobs, raise living standards and reduce inequality – but this won’t happen automatically. To reap these rewards, Scotland needs a bolder industrial strategy to ensure that far more of the value generated from decarbonisation is created and retained here at home.”
